This was a thematically appropriate, but practically pointless limitation as the Shining Pokmon were terrible in competitive play (note that the new Shining Pokmon do not have this limitation)
Unfortunately, thanks to most serialized cards being sold by auction, its unlikely that prices will stabilize anytime soon
I started collecting Pikachu cards exactly a year ago (October 2015), and when I saw the Bulbapedia list I was already suprised to see so many cool cards I had never seen before
