This card was awarded to second place winners for the first two official Pokmon TCG tournaments in 1997 and 1998
It's a pretty sweet deal, as right now Amazon has exactly the same product going for a much less appealing $25
To make things more confusing, some cards in certain Commander sets could only be found in the (non-draftable) boosters for the main set, and not in the accompanying precons
