It's a key part of Red card flow, and there are entire Commander brews built around Wheels

The card had great flavor, but it didn't quite have the oomph we needed to get players to want to draft around it

From a gameplay perspective, its easy to understand the rules committee reasoning (which they explain in their rulings post.) Thats likely little comfort to those who saw these cards as a small investment though

As a strictly better version of the original fight spell, Prey Upon, Tail Swipe can actually be cast at sorcery speed during your main phase in order to get a marginal +1/+1 boost for your creature ahead of its tussle with a foes creature which just might be the difference between your beater living or dying
